Art Yap\u2019s administration has spent or obligated, as of July 31, 2022, a total of P1,478,595,336.48 out of P4,242,212,139.99 total budget for 2022 during the first six months of last year, according to the Summary of Status of Appropriations, Obligations and Balances prepared scrutinized by Jagna Mayor Joseph Ranola, a strong advocate of financial soundness as a consultant of the congressional budget.<\/p>\n\n\n\n<p>The spending left the Gov. Aris Aumentado\u2019s administration a balance of P2,763,616,803.51 to expend. But the question is that is this really being made available or used by the present Capitol tenants?<\/p>\n\n\n\n<p>For personal services (PS&#8211; salaries, wages), Yap\u2019s administration spent a total (obligated fund as of July 2022) P445,551,046.60 out of the P1,036,125,067.52, leaving a balance of P590,574,020.92, the summary report showed.<\/p>\n\n\n\n<p>The obligated Maintenance and Other Operating Expenditures (MOOE) spent P615,690,516.36 out of P1,547,646,886.05, leaving a balance of P931,956,369.69.<\/p>\n\n\n\n<p>There\u2019s a balance of P582,436,299.82 for Capital outlay left out of total of P586,452,355.82. The previous dispensation spent or obligated the amount of P4,016,056.00 under this spending.<\/p>\n\n\n\n<p>For various programs and projects, the balance is bigger (P658,650,113.06) than the total spending (or obligated fund of P415,337,717.52) out of the total budget of P1,071,987,830.60, the summary showed.<\/p>\n\n\n\n<p>Under this (program and projects), the office of the governor got the lion\u2019s share with P233,302,080.00 leaving a balance of P127,508,484.08 after P105,794,595.92 spent or obligated.<\/p>\n\n\n\n<p>At number two biggest budget (2022) for projects and activities is P208,790,102.60 for the Provincial Health Office (PHO). It obligated P45,594,173.80, leaving a balance of P163,195,928.80.<\/p>\n\n\n\n<p>Bohol Employment and Placement Office (BEPO) appropriated P174,150,000.00 but spent P143,079,560.00, leaving a balance of only P31,070,440.00.<\/p>\n\n\n\n<p>The Office of the Provincial Agriculturist (OPA) had P118,835,980.00 for 2022. Its obligated fund is amounted to P24,052,488.60 with P94,783,491.40 left (balance).<\/p>\n\n\n\n<p>There\u2019s still fund left for the Office of the Provincial Social Welfare and Development (OPSWD) in the amount of P67,878,852.14 (balance) out of P82,611,788.00.
