But now. Because the worst time to prepare for a crisis is when it has already arrived.

We can pray for rain and hope a severe—or even “Super”—El Niño will not happen. But prayer is not an excuse for inaction. Faith should not make us passive; it should make us responsible.

El Niño could bring water shortages, crop failures, lost livelihoods, food insecurity, and health problems. When these happen, people will look to institutions closest to them, including the Church.

The Church Already Has the Network – The Diocese of Dumaguete does not need another complicated bureaucracy. It already has something invaluable: a grassroots network connecting the Bishop and Diocesan Pastoral Center to the Episcopal Vicars, Vicars Forane, 51 parishes, chapels, Basic Ecclesial Communities (BECs), and individual families.

What we need is to connect these existing structures into a coordinated Church Emergency Preparedness and Response System.

The principle is simple: prepare before the crisis, organize at the grassroots, coordinate at the diocesan level, and serve with compassion, dignity, and accountability.

This is not about competing with government. The Church should complement the work of LGUs and other humanitarian partners. Its particular strength is in the personal relationship it has with the communities it serves.

Know Our People Before We Need to Help Them – Preparedness begins with knowing who is most vulnerable. Every parish, through its chapels and BECs, should identify elderly people living alone, persons with disabilities, families with infants, pregnant women, struggling households, rain-dependent farmers, agricultural workers, and communities without reliable water sources.

At the same time, parishes should inventory available resources: wells, water tanks, kitchens, parish halls, vehicles, health professionals, food storage facilities, and volunteers.

Together, these create a Parish Emergency Resource Map—a practical guide to where help is needed and where resources can be mobilized. In an emergency, knowing where to go and whom to contact can make the difference between a timely response and a dangerous delay.

The BEC: Our Last-Mile Network – One of the Diocese’s greatest strengths is the Basic Ecclesial Community. Beyond prayer, fellowship, and Christian formation, the BEC can serve as the Church’s last-mile emergency network.

BEC leaders know their neighbors. They know who needs food, medicine, transportation, or simply someone to knock on the door and ask, “Kumusta ka? Okay ra ba mo?”

Every BEC should be able to answer four questions: Who needs help? Where are they? What do they need? Who can reach them?

A simple color-coded system can help identify needs:

– Green: Prepared, with no immediate need.

– Yellow: Emerging difficulty.

– Orange: Serious need.

– Red: Urgent assistance required.

Water First, Food Next – If severe El Niño comes, water must be a priority. The Diocese should assess parish water tanks, rainwater harvesting systems, storage capacity, emergency distribution points, and water-hauling arrangements. Partnerships with water utilities and other providers should be explored. Where feasible, parishes and Catholic schools could develop water catchment systems, with some serving as support hubs for surrounding communities.

Food security requires the same foresight. Every vicariate should identify strategic storage sites, while a diocesan food reserve could maintain basic commodities such as rice, canned goods, dried fish, beans, and drinking water.

A first-in, first-out system would allow supplies to support legitimate charitable activities while ensuring that stocks remain fresh. Preparedness is not about accumulating provisions; it is about managing them intelligently.

Relief Is Not Enough – What happens after the immediate crisis? What happens to farmers who lose their crops, workers who lose their income, and families whose water sources are depleted?

Parishes and diocesan commissions can explore drought-resilient crops, water conservation, alternative livelihoods, community gardens, emergency seeds, agricultural technical assistance, and livelihood recovery support.

The goal is not merely to help people survive a disaster, but to help them recover and become better prepared for the next one.

One Church, One Message – Disasters also create fertile ground for misinformation. The Diocese needs a clear communication chain—from the Bishop to the Episcopal Vicars, Vicars Forane, parish priests, BEC and chapel leaders, and households.

The Social Communication Ministry can support verified announcements, parish reporting, emergency contact directories, and protocols against misinformation. Alternative communication methods must also be established in case mobile networks or internet services fail.

This does not require a huge bureaucracy. Each parish could establish a small emergency team covering coordination, relief and logistics, health and welfare, communications, finance and documentation, and pastoral and psychosocial support.

Priests should not be expected to do everything themselves. Their primary responsibilities remain pastoral leadership, sacramental ministry, spiritual accompaniment, and community mobilization. Trained laypeople can handle much of the operational work under appropriate pastoral supervision.

And accountability must never be optional. Every peso and every donation received and distributed must be documented and traceable. Transparency is not merely an administrative requirement; it is Christian stewardship.

Test the Plan Before Disaster Does – A preparedness plan that has never been tested is only a document.

The Diocese should conduct training, parish drills, communication tests, and simulations involving diocesan leaders, priests, parish emergency teams, and BEC leaders.

A three-level system can guide action:

Level 1 — Preparedness: Monitor conditions, update vulnerability data, inspect water systems, replenish supplies, and train volunteers.

Level 2 — Heightened Alert: Intensify monitoring, check vulnerable households, prepare reserves, coordinate with LGUs, and ready emergency resources.

Level 3 — Emergency Response: Activate operations, deploy assistance, mobilize volunteers, operate water and food hubs, and provide pastoral and psychosocial support.

The first 90 days can establish the foundation:

Days 1–30: Organize. Issue a diocesan directive, constitute the task force, establish parish teams, create the communication chain, and begin vulnerability mapping.

Days 31–60: Prepare. Complete resource inventories, inspect water facilities, identify emergency hubs, establish food reserves and funding arrangements, and train volunteers.

Days 61–90: Test. Conduct parish drills, vicariate exercises, communication tests, and a diocesan simulation.

After 90 days, the work must continue through regular updates, stock maintenance, volunteer training, and stronger water and livelihood security. Preparedness is not a project that ends with a ribbon-cutting ceremony. It is a continuing responsibility.

So, Will the Church Be Ready?

The Diocese of Dumaguete already has what many organizations would spend years building: people, places, relationships, and pastoral structures.

The Bishop provides authority and direction. The Diocesan Curia coordinates administration. The Episcopal Vicars and Vicars Forane connect the geographical areas. Parishes provide the operational base. BECs provide grassroots reach, while diocesan commissions, schools, religious communities, youth groups, and lay organizations contribute specialized skills and human resources.

What is missing is not the network, but its deliberate organization into a preparedness system.

We should begin now—not because we are predicting disaster or giving in to fear, but because we are responsible for one another.

Christian charity is not merely responding when suffering becomes visible. Sometimes, the most Christian thing we can do is anticipate suffering and act before it worsens.

If El Niño comes, our people should not have to look around and ask, “Where is the Church?” Let our answer be immediate —

“We are here.
