BUDGET CONSULTATION.<\/strong>\u00a0 City Administrator Alvin Luis O. Acuzar delivers welcome remarks at the public consultation on Tagbilaran City’s proposed \u20b11.63-billion 2027 budget at the City Hall Atrium on October 16, 2026, with city officials, department heads, the Tagbilaran City People’s Council (TCPC), and representatives of civil society organizations (CSOs).<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n

THE City Government of Tagbilaran presented its proposed P1.63-billion budget for 2027 during a public consultation held on October 16, 2026, at the City Hall Atrium.<\/p>\n\n\n\n

City department heads and officials presented their respective mandates, proposed allocations, programs, projects and activities, expected outcomes, and opportunities for public collaboration.<\/p>\n\n\n\n

They also responded to questions and clarifications raised by representatives of the Tagbilaran City People\u2019s Council (TCPC) and various civil society organizations (CSOs).<\/p>\n\n\n\n

City Budget Officer Marysol Perocho presented the consolidated budget proposal to the TCPC for endorsement.<\/p>\n\n\n\n

This marks the third consecutive year that the proposed annual budget has been formally presented to the People\u2019s Council before its submission to the Sangguniang Panlungsod (SP).<\/p>\n\n\n\n

The consultation is anchored in City Ordinance No. C-352, or the People Participation in City Governance Ordinance, which mandates the involvement of the TCPC in the preparation and deliberation of the annual budget.<\/p>\n\n\n\n

The ordinance also requires a public hearing and a certification from the TCPC confirming that the proposed budget has been presented to the public before it can be submitted to the SP.<\/p>\n\n\n\n

The initiative also supports the city\u2019s commitment under the Open Government Partnership (OGP) to promote transparency, accountability, and meaningful citizen participation in local governance.<\/p>\n\n\n\n

Mayor Jane Yap emphasized that the proposed 2027 budget reflects the city government\u2019s priorities and its commitment to deliver programs and services that respond to the needs of Tagbilaranons.<\/p>\n\n\n\n

She said every budget is an opportunity to translate plans into concrete results for the people.<\/p>\n\n\n\n

By opening the process to public consultation, she added, citizens and civil society partners are given the opportunity to help identify priorities and ensure that public funds are directed toward programs that will make a meaningful difference in the lives of Tagbilaranons.<\/p>\n\n\n\n

Now on its third year of implementation, the participatory budget consultation and endorsement process reflects Tagbilaran City\u2019s continuing efforts to institutionalize public engagement in local fiscal planning.<\/p>\n\n\n\n
