THE Provincial Government of Bohol (PGBh), through the Office of the Provincial Agriculturist (OPA), is strengthening efforts to establish a participatory guarantee and certification system for Ubi Kinampay producers.<\/p>\n\n\n\n

The training on TWG-IVCA of Ubi Kinampay for the Ubi Participatory Guarantee\/Certification System was held on August 27 at Level 007, Tagbilaran City, bringing together stakeholders to develop a collaborative framework for certifying and promoting the province\u2019s traditional purple yam.<\/p>\n\n\n\n

Provincial Agriculturist Liza Quirog emphasized the importance of disciplined Ubi production, particularly amid changing weather conditions affecting agricultural activities in the province.<\/p>\n\n\n\n

She also underscored the ongoing efforts of the OPA to empower farmers through collaboration with local government units.<\/p>\n\n\n\n

OPA Head of Research Section Glaiza Melecio said the training aims to facilitate collaboration among stakeholders in forming the Ubi Certification system to establish clear standards and coordinated procedures for the production, processing, and marketing of Ubi Kinampay.<\/p>\n\n\n\n

During the activity, Jiezel Balaba from the OPA presented Ubi Kinampay\u2019s phased roadmap toward building a competitive, value-added, and export-ready industry in Bohol.<\/p>\n\n\n\n

John Louie Dusaran from the OPA discussed the draft Ubi Participatory Guarantee\/Certification System, an integrated operational framework designed to ensure that Ubi Kinampay moves through eight connected stages.<\/p>\n\n\n\n

The stages include planting material; farm production; harvest and postharvest; processing; quality and testing; packaging and labeling; logistics and exports; and the global market.<\/p>\n\n\n\n

Melecio also presented and facilitated discussions on the draft Executive Order creating the Technical Working Group for the Guarantee\/Certification System, providing an institutional mechanism for coordinating the initiative.<\/p>\n\n\n\n

The training further included an orientation on Good Agricultural Practices (GAP) by Ian Quilaton, covering hygienic practices in the production and primary processing of fresh fruits and vegetables, particularly those intended for raw consumption.<\/p>\n\n\n\n

Meanwhile, Bureau of Plant Industry representative Shienah Rose Silva discussed the Department of Agriculture\u2019s Food Safety Regulatory Framework, Philippine Good Agricultural Practices (PhilGAP), and BPI Administrative Circular No. 1 on regulatory scope, mandates, and authorizations.<\/p>\n\n\n\n

She also covered licensing requirements for packing facilities, the designation of food safety compliance officers, and an action plan for Ubi Kinampay stakeholders.<\/p>\n\n\n\n

The initiative reflects the administration of Governor Aris Aumentado\u2019s commitment to strengthening Bohol\u2019s agricultural sector by supporting farmers, improving production standards, and developing value-added products that can access wider markets.<\/p>\n\n\n\n

As a designated UNESCO Global Geopark, Bohol continues to advance agricultural development alongside the protection and promotion of its unique natural and cultural heritage.<\/p>\n\n\n\n

The initiative also aligns with the Capitol\u2019s Strategic Change Agenda, particularly its focus on Climate-Smart Agriculture and Fisheries, by building resilient, standards-based, and market-oriented livelihood opportunities for Boholano farmers.
