WHEN I was younger, the people living around us were not strangers. They were part of the rhythm of everyday life. You knew which house had children who played outside until sunset, who was expecting a visitor from Manila, who made the best pancit,<\/em> and who could be counted on when someone needed a helping hand.<\/p>\n\n\n\n

Neighbors dropped by without an appointment. Children moved freely from one house to another. During fiestas, everyone seemed to know everyone. When somebody died, the whole neighborhood somehow found a way to be present. When a typhoon came, people checked on one another\u2014not because someone posted a reminder in a group chat, but because they knew where their neighbors lived.<\/p>\n\n\n\n

Those days may seem old-fashioned now.<\/p>\n\n\n\n

Our lives have changed. We are busier, more private and much more dependent on our phones. We can keep in touch with relatives and friends halfway around the world with a few taps. We belong to online groups whose members we may never meet in person. We can know what is happening in another country before we know what is happening on our own street.<\/p>\n\n\n\n

And yet, despite being more connected than ever, I sometimes feel we have become less acquainted with the people closest to us.<\/p>\n\n\n\n

I am not against technology. Far from it. In fact, technology can be a wonderful tool for community life. A neighborhood chat group can quickly alert residents about flooding, a lost child, a suspicious incident or someone who needs assistance. Social media can bring volunteers together and help communities respond to emergencies.<\/p>\n\n\n\n

But a group chat is not quite the same as sitting beside someone and asking, \u201cKumusta na ka?\u201d<\/em><\/p>\n\n\n\n

There is something different about knowing a person rather than simply knowing their name on a screen.<\/p>\n\n\n\n

I have come to believe that civic participation begins much closer to home than we sometimes imagine. It does not always start in a city hall meeting, a civic organization or a major public campaign. Sometimes it begins at the gate of our own house.<\/p>\n\n\n\n

It begins when we greet the neighbor we pass every morning.<\/p>\n\n\n\n

It begins when we notice that the elderly man next door has not been outside for several days. It begins when we ask a young mother if she needs help carrying something. It begins when we join a neighborhood clean-up, not because somebody told us we had to, but because we feel that the street belongs to all of us.<\/p>\n\n\n\n

These may seem like small things. But communities are built from small things.<\/p>\n\n\n\n

As someone who has spent many years watching our communities change, I have learned that citizenship is not only about voting, paying taxes or speaking up on big national issues. It is also about caring enough to notice what is happening around us.<\/p>\n\n\n\n

We cannot care about a community we never really see.<\/p>\n\n\n\n

So perhaps we should put down our phones once in a while and look beyond our own fences. Learn a name. Share a smile. Start a conversation.<\/p>\n\n\n\n

We may discover that the person living next door is not really a stranger after all.<\/p>\n\n\n\n

And perhaps that is where rebuilding community begins\u2014not with a grand program or a complicated plan, but with two neighbors finally saying, \u201cGood morning. How are you?\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
