That simple.<\/p>\n\n\n\n

Of course, it\u2019s not that simple.<\/p>\n\n\n\n

It\u2019s no joke to run a campaign province-wide; it\u2019s no joke either to run against an incumbent.<\/p>\n\n\n\n

The incumbent usually enjoys the full trimmings of the office – resources, personnel, machinery and the whole nine yards. Simply said, part of his campaign is funded by people\u2019s money.<\/p>\n\n\n\n

The challenger has to use his own money – from the start of the campaign, that is, many, many months back before the campaign period even begins, up to the election day and thereafter. Hilabihan dakoa sa gasto na, because you cannot run a well-oiled political machinery without money, lots of it really.<\/p>\n\n\n\n

And of course, you have to deal with fellow politicians who are usually very skilled in always saying Yes but actually doing No.<\/p>\n\n\n\n

And when you deal with politicians, promises whether written or not, do not mean a thing. To politicians, promises are just like tissue papers, they are simply used when convenient and discarded, also when convenient. <\/p>\n\n\n\n

In this context, the challenger has to back his words with money, lots of it, otherwise, he can expect a lukewarm attitude to his future political plans.<\/p>\n\n\n\n

Why?<\/p>\n\n\n\n

Because these politicians are also candidates themselves, and they need money too for their own political campaign.<\/p>\n\n\n\n

No money, no honey.<\/p>\n\n\n\n

That simple.<\/p>\n\n\n\n

In contrast, the incumbent can back his promise with projects, doleouts, the ayudas and all those available in the government menu.<\/p>\n\n\n\n

And they are daghan, especially if the incumbent has skilled operators on the wings.<\/p>\n\n\n\n

So, pabor gyod kaayo ang incumbent.<\/p>\n\n\n\n

Now, back to the Toloy-Aris projected battle-royale in 2028.<\/p>\n\n\n\n

Personally, I don\u2019t think Toloy will dare run against Gov Aris.<\/p>\n\n\n\n

Why?<\/p>\n\n\n\n

Because Toloy knows he is dehado, dako kaayo og lamang si Gov Aris as against him for the governorship.<\/p>\n\n\n\n

Two, he has already tasted defeat in his 2019 governatorial run against ArtYap. Napildi si Toloy bisan kon si PRRD ang presidente, and Toloy was accordingly PRRDs campaign manager. Ang reasoning that time was – kon nakapadaog ka og presidente, way rason di ka makapadaog sa imong kaugalingon.  <\/p>\n\n\n\n

Turned out it was wrong. Midaog si PRRD but naparot is Toloy mismo sa iyang probinsiya.<\/p>\n\n\n\n

And many months before that, he was already saying (he even told me himself) nga sayon ra pildihon si ArtYap.<\/p>\n\n\n\n

Unsaon man Sec, I asked him then.<\/p>\n\n\n\n

Di siya taga-Bohol, di siya Bol-anon, he answered.<\/p>\n\n\n\n

That time, that was like a nuclear bomb to ArtYap\u2019s governatorial ambitions. But legally speaking, Toloy\u2019s advocacy – that ArtYap was not a Boholano – was already passe, useless and impertinent and does not not have a leg to stand on.<\/p>\n\n\n\n

Why?<\/p>\n\n\n\n

Because ArtYap has already \u201cmade\u201d himself a Boholano by being a Boholano electorate.<\/p>\n\n\n\n

Nagparehistro siya sa Comelec thru the help of former provincial election supervisor Max Cempron, and he instantly became a registered voter of a particular precinct in Loboc.<\/p>\n\n\n\n

Nahimo na dayon siyang Bol-anon. Bisan unsaon na pagwisi-wisi ni Toloy, wa na siyay mahimo kay aduna na may gigunitan nga dokumento si ArtYap nga momatuod nga Bol-anon siya bisan og di siya taga-Bohol.<\/p>\n\n\n\n

Migawas nga hungaw ug huyang ang iyang atraka ni ArtYap plus wa pod kaayo siya makakuha og full support ni PRRD para sa iyang kampanya.<\/p>\n\n\n\n

I dunno og unsay hinungdan.<\/p>\n\n\n\n

Misamot ang iyang problema sa dihang nag-No to Bong Go sila during that 2019 senatorial elections.<\/p>\n\n\n\n

Accordingly, nasuko sila ni senatoriable Bong Go who rode atop a \u201cgiant\u201d float together with city mayorable Baba Yap in a political caravan around the city. Baba Yap then was running for mayor versus the group of his uncle, and who was a political ally of Toloy.<\/p>\n\n\n\n

Accordingly too, mao pod to one of the reasons nga very late na nga miabot si PRRD sa rally sa Garcia Hernandez. In fact, somebody told me that di na gani unta moadto pa sa Garcia Hernandez si PRRD but was prevailed upon to proceed there by his former mentor in San Beda College of Law, the great Atty. Victor dela Serna.<\/p>\n\n\n\n

Pangutana sa mga nakakita ug nakahinumdom pa – giisa ba ni PRRD ang kamot ni Toloy sa rally sa cultural center sa Garcia Hernandez?<\/p>\n\n\n\n

Kon giisa man gani, pasabot nga siya ang gi-suportahan ni PRRD.<\/p>\n\n\n\n
