TAGBILARAN CITY \u2013 <\/strong>Bohol\u2019s woodcraft furniture operators cry foul over the Department of Environment and Natural Resources\u2019 directive requiring them to secure a litany, yet complex documents strange to them when they started their business. This after they were issued by DENR notice of violation and stoppage order.<\/p>\n\n\n\n

In a visit of at the three shops of the over 200 micro enterprises, woodcraft shops in the towns of Sikatuna, Loboc and Loay said they\u2019re not operating in a so-called \u2018plants\u2019 as alleged but small make-shift shops.<\/p>\n\n\n\n

But in barangay Botoc Occidental, Loay town, spouses Cesario and Piolita Budiongan suffered from what they called harassment when the husband (Cesario) was detained even if he\u2019s still recuperating from a recent surgery, Piolita Budiongan told the visiting Loay town Mayor Atty. Hilario Ayuban ang Board Member Atty. Jamie Villamor, environment committee chair of the provincial board.<\/p>\n\n\n\n

The arrest of Cesario Budiongan that did not see in local mainstream came when law enforcers, police and NBI raided their make-shift furniture shop despite plea he is not well and confiscated machineries and stocked lumber loaded into three trucks during the raid. Budiongan was able to post bail for his temporary freedom after his four-day detention at the NBI quarters.<\/p>\n\n\n\n

Furniture operator Jexreel Tacolad, who has been operating over 10 years at Sikatuna, said that they find it difficult to secure the Wood Processing Plant Permit (WPPP) and the Environmental Clearance Certificate (ECC) from the DENR. He said why they\u2019re required to get the said requirements when their shop may be considered as minute and may not be considered as a big plant with only capitalization of just over a hundred thousand. His shop is registered with the Department of Trade and Industry (DTI) and having been issued the mayor\u2019s or business permit to operate. But he is not exempted from the notice of violation and stoppage order.<\/p>\n\n\n\n

The same fate befell to furniture owner Mario Bagot of barangay Oy, Loboc town.<\/p>\n\n\n\n

Villamor said he saw \u201cmany of our small businesses are willing to comply, but are struggling with complex requirements, high costs and lack of clear guidance.\u201d<\/p>\n\n\n\n

Villamor said that as a legislator she is committed to help address compliance gaps faced by micro\/small wood furniture shops, adding this is a concrete government intervention.<\/p>\n\n\n\n

\u201cLong term solution is for us to advocate and lobby with the national government to review the policy and regulation, and push for clear, size-based regulation to ensure for the furniture to observe the requisites.\u201d   <\/p>\n\n\n\n

DENR required a litany of 13 WPPP documents for shop operators to comply prior to furniture operations listed in a stoppage order to one of the operators.<\/p>\n\n\n\n

These are the following: (1) Duly accomplished application; (2) Application fee —Php600.00, Permit fee \u2013– Php600.00, and bond deposit — Php6,000.00; (3) copy of certificate of registration, articles of incorporation for partnership or corporation; (4) authorization issued by corp\/partnership or association for person signing the application; (5) feasibility study; (6) business permit\/business plan; and (7) Environmental Clearance Certificate (ECC)\/Certificate of Non-Coverage (CNC).<\/p>\n\n\n\n

Others include: (8) birth certificate; (9) evidence of machineries ownership; (10) GIS-generated map with geo-tagged photos location of the shop; (11) certification approved by regional office that shop is not within the within illegally logging hotspot area; (12) proof of sustainable sources of legally cut logs for at least five years; and DTI registration; (13) installation of CCTV.<\/p>\n\n\n\n

Under number 12, another five burden facing the shop operators under number 12 requisites. These are: (a) original copy of log\/lumber supply contract; (b) 5% tree inventory of forest\/private plantation, including narrative report, tally sheets; (c) electronic copy of inventory data; (d) validation report from PENRO as sustainability of lumber supply duly approved by regional director; and (e) copy of CTPO\/PTPR and map of raw materials.<\/p>\n\n\n\n

In securing CNC, the following have to be accomplished from the Community environment and Natural Resources Office (CENRO): (1) site development plan; (2) land title\/tax declaration; (3)site sketch plan; (4) land status; (5) valid ID; and (6) photo of the area.<\/p>\n\n\n\n
