Jordan Pizarras.<\/p>\n\n\n\n<p>This came after a formal complaint and investigation by police authorities were conducted by the police internal affairs service (PIAS) thru PMaster Sergeant Atty. Lugui Bongalos.<\/p>\n\n\n\n<p>Councilor Eric Gumanoy of barangay Ewon, Sevilla town sustained the following: (1). \ufeff\ufeff\ufeffArea of tenderness located at right occipital area; (2). \ufeff\ufeff\ufeffBruises located at mid frontal area; (3). \ufeff\ufeff\ufeffMultiple Bruises and partially-healed abrasion at anterior neck; (4). \ufeff\ufeff\ufeffMultiple bruises located at the right upper arm; (5). \ufeff\ufeff\ufeffPartially-healed abrasions, posterior aspect right forearm; (6). \ufeff\ufeff\ufeffPartially-healed abrasions, posterior aspect left forearm; (7). \ufeff\ufeff\ufeffBruises, located at anterior aspect left forearm; (8). \ufeff\ufeff\ufeffArea of tenderness located at the right anterior costal area; (9). \ufeff\ufeff\ufeffPartially-healed abrasions located at right hypochondriac area; (10). \ufeff\ufeff\ufeff\ufeffMultiple partially healed abrasions located at anterior left knee and left leg; (11). \ufeff\ufeff\ufeff\ufeffMultiple partially healed abrasions, anterior left knee and anterior aspect, distal 3&#8243; left leg; and (12). \ufeff\ufeff\ufeff\ufeffBurn wound medial aspect, distal 3\u00ba right leg as a result of the manhandling.<\/p>\n\n\n\n<p>The said certificate signed by Dr. Jessie Tabel is aimed as documentary support for the victim\u2019s formal filing of administrative complaint.<\/p>\n\n\n\n<p>The victim (Gumanoy) positively identified the alleged perpetrators as Sevilla police chief PCapt. Amory Napoles, PMaster Sergeant Leo Leopoldo, PMSG Reynaldo Fernandez and Patrolman Reymon Misa, also based on the police blotter Gumanoy submitted to PIAS, BBDN report said.<\/p>\n\n\n\n<p>The alleged victim also submitted to PIAS numerous video clips as material evidence.<\/p>\n\n\n\n<p>Gumanoy appeared to be firm that there never was a buy-bust on Feb. 10 contrary to what Sevilla police was trying to portray since there was no recorded and no cooperation with the Philippine Drug Enforcement Agency (PDEA).<\/p>\n\n\n\n<p>If found guilty of the charge, the accused policemen may be suspended, worse, dismissal from service, report said.
