BOHOL 3rd District Representative Kristine Alexie Tutor has described the so-called \u201cDPWH Leaks\u201d report as misleading and false, insisting that the infrastructure projects included in the 2025 national budget went through a proper and transparent process.<\/p>\n\n\n\n

Tutor denied the allegation that the \u20b16.6 billion funds for the 3rd District were \u201chidden insertions\u201d in the budget.<\/p>\n\n\n\n

According to Tutor, the projects came from formal resolutions of the barangays and Sangguniang Bayan, which were first reviewed by the municipal, provincial, and regional development councils before being included in the National Expenditure Program (NEP).<\/p>\n\n\n\n

She also expressed concern over the authenticity of the alleged leaked documents, as they do not show clear line items of the projects alleged in the report.<\/p>\n\n\n\n

The lady solon explained that the funding is large because the 3rd District is the largest in Bohol, consisting of 19 municipalities and 436 barangays, so there are also many infrastructure requests from local government units.<\/p>\n\n\n\n

She said this is a result of her continued endorsement of projects to national agencies.<\/p>\n\n\n\n

Tutor added that the documents\u2019 called \u201cleaks\u201d are part of the public budget process, and all projects are openly discussed and studied by the executive and Congress in accordance with the law.<\/p>\n\n\n\n

According to the report, the total infrastructure funding for the three districts of Bohol by 2025 will amount to \u20b115 billion: \u20b16.6 billion for Tutor\u2019s 3rd District, \u20b13.2 billion for Rep. Vanvan Aumentado\u2019s 2nd District, and \u20b13.0 billion for Rep. Edgar Chatto\u2019s 1st District.<\/p>\n\n\n\n

Tutor said there is no need to worry about the larger allocation to her district, and instead appreciate the support of government agencies and members of Congress who understand the need for these projects.<\/p>\n\n\n\n

SUPPORT<\/strong><\/p>\n\n\n\n

Mayors of the Third District of Bohol along with 3rd District Board Members expressed their support for 3rd District Representative Alexie Besas-Tutor recently via social media, in response to allegations implicating her in the controversial \u201cCabral files.\u201d<\/p>\n\n\n\n

Rep. Tutor was listed in the documents as the top official with allegedly supported infrastructure projects, estimated to be worth \u20b12.7 billion, linked to allegations of so-called \u201cproject insertion.\u201d<\/p>\n\n\n\n

In a lengthy Facebook post addressed to the people of Loay, Mayor Hilario Ayuban said that many infrastructure and development projects have been brought to the town through the efforts of Rep. Tutor.<\/p>\n\n\n\n

He said these projects responded to long-standing needs in the town and benefited ordinary Loayaonons.<\/p>\n\n\n\n

Similar messages of support were also expressed by Bilar Mayor Norman Palacio, Sevilla Mayor Junin Caberte, Lila Mayor Jed Piollo, Garcia-Hernandez Mayor Jess Baja, Duero Mayor Al Taculad, Alicia Mayor Junjun Ayuban, Mabini Mayor Onje Grace Lim, Valencia Mayor Neil Balite, Loboc Mayor Raymund Jala, Sierra Bullones Mayor Michael Doria, Dimiao Mayor Randolf Ang, and LGU Anda headed by Mayor Angelina Cimacio, who thanked Rep. Tutor for her assistance in their respective towns.<\/p>\n\n\n\n

The mayors said that the improvements in infrastructure and public services in their areas were credited to the lawmaker\u2019s support and coordination with national government agencies.<\/p>\n\n\n\n

Their statements were seen as a response to allegations related to the \u201cCabral files,\u201d documents allegedly given by the late former Department of Public Works and Highways (DPWH) Undersecretary Catalina Cabral to Batangas Representative Leandro Leviste before her death.<\/p>\n\n\n\n

The documents allegedly contain a list of lawmakers and government officials with DPWH-funded projects.<\/p>\n\n\n\n
