In the Philippines, that rare unmasking is taking place right now.<\/p>\n\n\n\n<p><strong>A quick recap<\/strong><\/p>\n\n\n\n<p>Right after reports emerged of ghost flood-control projects &#8212; where billions of pesos supposedly spent on defenses were discovered to be non-existent or non-functional &#8212; a 6.9 magnitude earthquake jolted northern Bogo City in Cebu Province in later part of September 2025. It was ferocious and overwhelming. It instilled so much fear within households, snapped infrastructures, and shattered precious lives.<\/p>\n\n\n\n<p>Barely had the dust settled when, in early November, Typhoon Tino (international name Kalmaegi) swept through the country. Torrents of rain, massive flooding, and landslides hit Visayas and Mindanao \u2014 striking communities already worn thin.<\/p>\n\n\n\n<p>None of this is coincidence. The timing seems premeditated; it feels as though nature itself is calling us to account.<\/p>\n\n\n\n<p><strong>When Earth shakes and storms arrive<\/strong><\/p>\n\n\n\n<p>The earthquake crushed more than just the concrete buildings \u2014 it revealed the breakability of what we call \u201cadvancement and growth.\u201d Then came the storm, and with it, the understanding and the awareness that our safety nets were just impressions, just illusions.<\/p>\n\n\n\n<p>Why does this sequence of events hurt so badly and so deeply? Because a nation barely standing is <strong>hit again before it can breathe<\/strong>. Because the very infrastructure <strong>meant to protect us was either flawed or fake<\/strong>. Because \u201cghost projects\u201d show that we weren\u2019t just unprepared \u2014 we were <strong>deceived<\/strong>.<\/p>\n\n\n\n<p>In Cebu, people woke to a trembling world. Then came the floodwaters. Nature didn\u2019t wait. It didn\u2019t pause for us to recover. And maybe that\u2019s the message \u2014 that the world will always respond to how we treat it, how we prepare, and how we lead.<\/p>\n\n\n\n<p><strong>Ghost<\/strong> <strong>infrastructure, real consequences<\/strong><\/p>\n\n\n\n<p>It\u2019s staggering &#8211; 421 of about 8,000 flood-control projects reportedly exist only on paper. A Department of Finance study estimated losses between \u20b142.3 billion and \u20b1118.5 billion due to these phantom projects.<\/p>\n\n\n\n<p>When the typhoon hit, those missing walls and drains turned into missing lifelines. Communities that should have been protected were left vulnerable \u2014 not by fate, but by failure.<\/p>\n\n\n\n<p>Disaster isn\u2019t random when the groundwork for tragedy is man-made.<\/p>\n\n\n\n<p><strong>When nature fights back<\/strong><\/p>\n\n\n\n<p>Nature doesn\u2019t hold grudges. But it does <strong>remember<\/strong>.<\/p>\n\n\n\n<p>When earthquakes collapse unreinforced homes, when floods rise through fake drainage, when our \u201cpreparedness\u201d proves hollow \u2014 it\u2019s not just nature acting. <strong>It\u2019s nature answering<\/strong>.<\/p>\n\n\n\n<p>The distressing tremors remind us of the slim line between protection and ruin. The tempest reminded us that fraud and dishonesty, negligence and inattention, are as fatal as strong winds and raging water. And the ghost projects remind us of our own treacheries, duplicities, and disloyalties.<\/p>\n\n\n\n<p><strong>This isn\u2019t punishment. It\u2019s a mirror.<\/strong><\/p>\n\n\n\n<p><strong>A divine reminder<\/strong><\/p>\n\n\n\n<p>For those of faith, it\u2019s hard not to hear a deeper message. Perhaps, this is God\u2019s technique of making us think that creation demands respect \u2014 that stewardship, morality, and humility are not discretionary qualities but survival behaviors.<\/p>\n\n\n\n<p>We\u2019ve erected shrines and tributes of progress, yet we ignore the foundations of justice. We\u2019ve chased convenience, yet ignored compassion. We\u2019ve trusted paper more than people.<\/p>\n\n\n\n<p>Perhaps this is heaven\u2019s whisper in the storm &#8212; <strong>\u201cRemember who\u2019s really in charge.\u201d<\/strong><\/p>\n\n\n\n<p><strong>What we must ask ourselves<\/strong><\/p>\n\n\n\n<p>How many more lives must be lost before we treat infrastructure as sacred \u2014 not as showpieces, but as shields? How many more \u201cghosts\u201d will we tolerate before we rebuild our systems with truth? And when the next quake strikes, when the next storm howls, <strong>will we be ready<\/strong> \u2014 or <strong>will we once again be found wanting?<\/strong><\/p>\n\n\n\n<p><strong>Final thought<\/strong><\/p>\n\n\n\n<p>The Philippines stands at a crossroads. Nature has exposed to us the cracks \u2014 both in our walls and in our conscience. The question now is not just how we rebuild, but why and for whom.<\/p>\n\n\n\n<p>Resilience isn\u2019t about slogans or billboards. It\u2019s about drains that work, bridges that stand, and leaders who mean what they sign.
