PRESIDENT Ferdinand R. Marcos, Jr. personally approved the creation of Bohol Local Amnesty Board (LAB), National Amnesty Commission (NAC) chairperson Atty. Leah Tanodra-Armamento said during the oath-taking program of board members held at Panda Tea Garden, Tagbilaran City.<\/p>\n\n\n\n

In media interview, Tanodra-Armamento said that usually it is the commission that is tasked to create such board, but the president himself did it.<\/p>\n\n\n\n

She said that Bohol LAB was formed, not only to sustain Bohol as an insurgency-free province, but also for tourism. She said that Bohol is, in fact, a tourism destination in the country.<\/p>\n\n\n\n

Putting in place LAB here is to reach out the rebel returnees, also called \u2018peace advocates,\u2019 to provide easy access to process their applications and not anymore bother to go to Bacolod and Tacloban.<\/p>\n\n\n\n

Meanwhile, the commission granted and distributed the safe conduct pass (SCP) signed by Armamento to those qualified for processing their amnesty applications.<\/p>\n\n\n\n

It sets the conditions, such as: the SCP is not an amnesty grant, not an authority for the holder from lawful detention, not an authority to carry firearms, must not commit rebellious, seditious and terrorist acts, not an immunity from liability for personal crimes and personal and non-transferable.
