Led by the TCPCF and supported by Mayor Jane Yap&#8217;s administration, the initiative brought essential health services to Persons Deprived of Liberty (PDLs), showcasing the city&#8217;s commitment to inclusive healthcare.<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p>IN A continued effort to promote inclusive and compassionate healthcare, the City Government of Tagbilaran, through the Tagbilaran City Primary Care Facility (TCPCF), spearheaded a medical and wellness outreach for Persons Deprived of Liberty (PDLs) at the Tagbilaran City Jail on July 28, 2025.<\/p>\n\n\n\n<p>Led by City Health Officer Dr. Jeia Pondoc, the medical team provided a comprehensive lineup of services to support the physical and mental well-being of inmates.<\/p>\n\n\n\n<p>Among the services offered were Electrocardiogram (ECG) testing, consultations with Dr. Pondoc and Dr. Albert Calvelo, and Random\/Capillary Blood Sugar (RBS\/CBS) testing to monitor diabetes and related health conditions.<\/p>\n\n\n\n<p>In support of national safety and rehabilitation efforts, random drug testing was also conducted for both PDLs and jail personnel\u2014with all results returning negative, affirming the facility\u2019s adherence to anti-drug policies and protocols.<\/p>\n\n\n\n<p>A Health Teaching session was also held, focusing on proper handwashing and personal hygiene, essential for disease prevention within high-density facilities.<\/p>\n\n\n\n<p>Free medicines were distributed to those in need as part of the city\u2019s commitment to accessible healthcare.<\/p>\n\n\n\n<p>\u201cThis outreach reflects our administration\u2019s firm belief that every person, regardless of status, deserves quality medical care and dignity,\u201d said Mayor Jane Yap, whose leadership has championed proactive and preventive healthcare for all Tagbilaranons.<\/p>\n\n\n\n<p>Mayor Yap also emphasized that the activity forms part of the city&#8217;s broader goal to ensure that no one is left behind in public health efforts\u2014especially vulnerable populations such as those in correctional facilities.<\/p>\n\n\n\n<p>With the guidance of the TCPCF and the cooperation of the jail\u2019s management headed by J\/SINSP\/Atty.
