THERE is a practice, rampant I would say, among mayors to also engage in the construction and quarry business, apart from their public function as local chief executives.<\/p>\n\n\n\n

The reason for this is simple.<\/p>\n\n\n\n

They need money, the more money the better. And during their reign, they can make money thru infra projects like construction of roads, buildings and the like. Of course, they can also make money from procurement either goods or services, but the \u201cfruits of their labor\u201d are more in the infra than in the procurement.<\/p>\n\n\n\n

So let\u2019s focus on the infra.<\/p>\n\n\n\n

In infra, it is common knowledge that mayors, or even governors or congressmen, either collect or receive their 10 to 20% kikik,<\/em> SOP or more commonly labelled nowadays as just an ordinary \u201cbusiness expense\u201d.<\/p>\n\n\n\n

The reasoning among enterprising mayors is that \u2013 why give the infra projects to other contractors when I can also become one? If the company that \u201cwins\u201d the bidding is my own company, then that means I get to enjoy the millions in windfall solo, or most of it, and not just the 10 or 20%.<\/p>\n\n\n\n

So many mayors are also contractors nowadays, though it is not certain if they listed it as their own or only use dummies to stand for them. It is not also certain if they declare this in their SALN.<\/p>\n\n\n\n

Since the members of the bids and awards committee (BAC) are, in most cases, \u201cvery close\u201d or simply, under the beck and call of the mayors, then there is no big problem in \u201crailroading\u201d the bidding process to ensure a sure win of the mayor\u2019s construction company.<\/p>\n\n\n\n

But then again, many contractors nowadays are painfully aware of the \u201cpatakaran\u201d sa bidding,<\/em> long before the opening of the bids, they already know who gets the project.<\/p>\n\n\n\n

Kay nagsabot na man daan,<\/em> so they know who will get the project but as \u201closing bidders\u201d they also get to share the loot by receiving certain amount, to wet their beaks so to say or para motak-om ilang baba ug di na lang magsaba. Apil sa sabot nga ila na sab ang laing project og mo-share sab sila sa ubang mga \u201closing bidders.\u201d<\/em><\/p>\n\n\n\n

This way, hapsay ang bidding ug walay kasohay<\/em> from losing bidders (take note, wala nay quotation marks ha<\/em>).<\/p>\n\n\n\n

Now, that explains why mayors also become as contractors.<\/p>\n\n\n\n

Now, why do they also engage in quarry business?<\/p>\n\n\n\n

One, as mayors, it is very easy for them to secure quarry permits from the office of the governor especially if they belong to the same political party. Kon kontra Partido, aw agwanta Delfin<\/em>.<\/p>\n\n\n\n

Matod pa sa mga complainants, naka-kuha sila og mga dokumento nga nagpakita sa klaro nga ebidensiya nga mikontrata ang mayor sa mga infra projects sa lungsod gamit ang kaugalingon nilang construction companies.<\/em><\/p>\n\n\n\n

Gawas sa briefing, gitagaan pa gyod ko og kopya sa mga dokumento ug kopya sa kiha. Gani, mihangyo pa sila nga magpa-tabang sa ilang mga kaso.<\/em><\/p>\n\n\n\n

Well, I don\u2019t know how these graft cases will progress but this is just one common problem in our political system.<\/p>\n\n\n\n
