But, considering the fact that despite the length of time that had happened and no improvement has ever transpired on this particular issue  \u2013 both on the government and the citizenry –   Short Cuts<\/em> is ONCE again discussing on this topic.<\/p>\n\n\n\n

Almost daily, Short Cuts<\/em> is always on the road.<\/p>\n\n\n\n

Despite his age, he travels the long route from the City of Tagbilaran to Carmen via the Balilihan Macapiko Bridge.<\/p>\n\n\n\n

Seldom does he take the Loboc-Bilar road.<\/p>\n\n\n\n

And once in Carmen, he proceeds to his hometown, Valencia via the Bilar road to Dimiao, then back to the city.<\/p>\n\n\n\n

Usually, Short Cuts<\/em> leaves his city residence at six (6:00) in the morning and arrives home 5:00 in the afternoon.<\/p>\n\n\n\n

With this almost daily trip, Short Cuts<\/em> is fully aware of the vehicular accidents that are happening at the roadsides.<\/p>\n\n\n\n

And almost daily, vehicular accidents are witnessed by Short Cuts.<\/em> Either a motorcycle collides against a motorcycle; a motorcycle bumps against a passenger truck; or a motorcycle hitting against a delivery truck.<\/p>\n\n\n\n

In most cases, Short Cuts<\/em> had to stop on the spot specially if an ongoing investigation is being conducted by government authorities.<\/p>\n\n\n\n

Usual result of the investigation?<\/p>\n\n\n\n

In most cases, the motorcycle driver lacks the necessary papers that authorized him to drive!<\/p>\n\n\n\n

The motorcycle driver is not duly armed with a driver\u2019s license!<\/p>\n\n\n\n

And if such is the case, the motorcycle driver does not know the ABC\u2019s of driving! He is totally ignorant of the basics in driving.<\/p>\n\n\n\n

For as long as he has the cash ready to acquire a unit of a motorcycle, then it is okay for him to own one. He is never aware of the legal problems that may occur in the future.<\/p>\n\n\n\n

Consequently, therefore, violations on traffic rules and regulations are more than expected to happen.<\/p>\n\n\n\n

And, what has our government done to remedy the situation? Have our authorities drafted measures to curtail prolonged violations?<\/p>\n\n\n\n

Short Cuts<\/em> believes that the foregoing questions deserve ONLY one negative answer. This is observed by many also. This could be the reason why even these days  violations on traffic rules and regulations are still rampant.<\/p>\n\n\n\n

So, why not require a driver\u2019s license to be acquired FIRST before allowing one to buy a motorcycle?<\/p>\n\n\n\n

Is this not a better and wiser option?<\/p>\n\n\n\n
