THE provincial prosecutor\u2019s office has ordered the release of the suspect in the alleged killing of Roselyn Bolambut Gaoiran, 47, who worked at FT LPG retailer, Pinayagan Sur, Tubigon, Bohol, for the inquest investigation may not be applied in this case.<\/p>\n\n\n\n
The slay of Gaoiran, popularly known as \u201cOsie,\u201d has hugged the headlines the past weeks and stormed the social media recently.<\/p>\n\n\n\n
The suspect, identified as one Frede Cirilo Urot Nocos, \u201cbe immediately released from detention because, as of now, he cannot yet be charged in court conducting a preliminary investigation,\u201d the three-page order signed by assistant provincial prosecutor Dexter A. Bernales and approved by deputy provincial prosecutor Eric M. Ucat, said.<\/p>\n\n\n\n
This came as the authorities arrested the suspect on April 16, 2024 without warrant of arrest, or 13 days after the victim was allegedly missing.<\/p>\n\n\n\n
The said order is dated April 17, 2024 in connection with the case Ref. No. VII-02-PREDOC-INQ-24D-00385 for murder filed by the complainant National Bureau of Investigation (NBI) represented by David Alba and Eugene Javier against the respondent Frede Cirilo Urot Nocos.<\/p>\n\n\n\n
The provincial prosecutor also ordered that copy of this order be furnished to the police officer \u201chaving custody of the respondent\/detainee for him to comply with the directive of said Order.\u201d<\/p>\n\n\n\n
But the provincial prosecutor stressed that the case of murder against the respondent is not dismissed. \u201cIn fact, the evidence on hand against the respondent warrants the conduct of a regular preliminary investigation.\u201d<\/p>\n\n\n\n
It said that for the purpose of determining what kind of investigation that will be conducted by this office on the complaint is being treated as filed for regular preliminary investigation.<\/p>\n\n\n\n
The said office defines inquest investigation \u201cis an informal and summary investigation conducted by a public prosecutor in criminal cases involving persons arrested and detained without the benefit of a warrant of arrest issued by the court for the purpose of determining whether or not said persons should remain under custody and correspondingly be charged in court.\u201d<\/p>\n\n\n\n
Tubigon police officers said in its press statement that body of Gaoiran has been found in barangay Cansuaguit, Loon, Bohol, about several kilometers away from Pinayagan Sur.<\/p>\n\n\n\n
It said that \u201cOsie\u201d was missing and last seen on April 3, 2024. The police said that they condemned the brutal slay of \u201cOsie.\u201d<\/p>\n\n\n\n
The statement said that together with the Scene of the Crime Operatives (SOCO), Crime Investigation and Detection Group (CIDG) and NBI, they (police) continue to pursue the investigation to serve justice of the victims and family.<\/p>\n\n\n\n
Bishop Abet Uy of the Tagbilaran diocese issued the following: \u201cI am deeply saddened by the news regarding Roselyn \u201cOsie\u201d Gaoiran from Tubigon, Bohol, who was reported missing and tragically found dead today inside a sack. The loss of a life in such a brutal manner is truly heartbreaking, and my thoughts are with Osie’s family and loved ones during this very difficult time. We urge the authorities to promptly initiate a thorough investigation to ensure that the perpetrator(s) are brought to justice.
